According to the latest statistics from Ministry of Commerce, 41,081 thousand FDI enterprises were newly approved in China in 2003, up by 20.22% , with a commitment of US$115.07 billion, up by 39.03%, and actual utilization of US$53.505 billion, up by 1.44% compared with previous year.

By the end of 2003, 465.277 thousand FDI enterprises were approved in China, with a commitment of US$943.13 billion, and actual utilization US$501.471 billion. China's investment invitation sustained growth, playing an important role in economic development . Last year high-technology sectors , service and trade sectors became the hot points for foreign investment. About 30 transnational corporations have established regional headquarters in China, with more than 400 foreign-fund research institutes and 23.5 million employments in foreign-funded enterprises.
